KwaDukuza Municipality CFO, Shamir Rajcoomar, was suspended in July 2023 due to R37,000 in banking fees accumulated over a change of bank accounts. While this is a costly oversight to the average citizen, it is undoubtedly small change when it comes to a municipal budget. While the mistake must be addressed, we’d like to put this event into perspective.
Shamir has competently managed the municipal purse of hundreds of millions of rands for decades and his excellent performance has resulted in KDM being rated one of the most fiscally sound municipalities in the country.
Whilst DOCRRA believe that consequence management is a critical element of sound policy, we also believe that the punishment should fit the crime. In this case, the crime is (not actually criminal) but rather an oversight, and in comparison to the overall portfolio he manages – a drop in the ocean. In most employment contractual terms, this would be considered a misdemeanour at best.
To date, more than R3 million has been wasted on drawn out legal processes or postponed court dates related to his suspension, notwithstanding the fact that he is still being paid. During this time of significant political change and upheaval, and while the administration of R1.2 billion in flood relief grants is being carried out, we desperately need Rajcoomar’s experience and skills to steady the ship and make sure that our rates and taxes are safeguarded.

This petition is a collective action which unites four of the largest and most active civil society organisations in our region: KwaDukuza Residents Forum (KDRF), Ilembe Community Action Movement (ICAM), KwaDukuza Organised Residents Alliance (KORA) and the Dolphin Coast Residents and Ratepayers Association (DOCRRA).
